Scoping Assessments of PRERONA Project's Structural and Environmental Sustainability

Through this scoping assessment Centre for Climate Change and Environmental Research (C3ER), BRAC University supported CARE Bangladesh with its Promoting Resilience to Risks of Natural Hazards (PRERONA) project funded by USAID to identify the vulnerable MPCSs, do necessary repair and refurbishment work to improve their physical quality, improve functional systems, such as solar, sanitation and water facilities and capacity building of the responsible authority and community people to support disaster resilience and preparedness.

This project targets the affected host community men, women, girls and boys who are living at Cox’s Bazar, Bangladesh. To ensure sustainability of the suggested activities a Monitoring, Evaluation, and Learning (MEL) Plan is developed to measure the timely and efficient progress and for this some performance indicators are set in the MEL Plan. All these indicators are disaggregated by gender, geographic location, and other categories required by USAID. The project aimed to assess whether the physical condition of the cyclone shelters have improved to a satisfactory level. It also aimed to investigate the local underlying causes of risks: lack of management and governance of shelters, unequal power relations, environmental degradation, social norm and barriers, are reduced, assess if these risks are enabled by a sustainable management structure of the multi-purpose cyclone shelters and whether they effect the communities’ resilience.

Activities Performed under the Project:

  • A thorough structural assessment of all the finally targeted shelters detailing bill of quantities (BoQs) and costing of repair and refurbishment, within the scope of the project.

  • An initial environmental examination (IEE) and a primary climate risk management (CRM) screening of the project sites in relation to the project’s interventions, which can be used as a primary guideline to ensure environmental sustainability throughout the project period.

  • Collect and define baseline values as per the project’s Monitoring and Evaluation and Learning (MEL) Plan’s indicators, both structural and non-structural aspects of community resilience, to measure and assess the progress of the project.
