GCF Proposal on "Promoting Private Sector Investment Through Large Scale Adoption of Energy-Saving Technologies and Equipment for Garment Sector of Bangladesh"
Under this project, Centre for Climate Change and Environmental Research (C3ER), BRAC University, KPMG India and KPMG Bangladesh are supporting Infrastructure Development Company Limited (IDCOL) to prepare a funding proposal for the programme on “Promoting private sector investment through large scale adoption of energy saving technologies and equipment for Garment sector of Bangladesh” for Green Climate Fund (GCF). Application for Project Preparation Funding (PPF) for this programme was approved by GCF Secretariat in May 2019.
The current project has primarily two objectives:
- Undertake project preparatory activities to quantify impact of undertaking energy efficiency activities in RMG sector of Bangladesh.
- Design funding proposal to maximize impacts and beneficiary base for funding of energy efficiency activities.
In order to achieve the objectives, the following tasks have been conducted:
Feasibility studies: Establish need for energy efficiency in RMG sector, identify EE solutions along with investment requirement and corresponding benefits. Establish feasibility of the identified solutions and create a prioritized list of solutions. Financially structure the entire program to ensure seamless flow of funds from donor agency and the beneficiaries via the identified intermediaries.
Environmental, social and gender studies: Assessment of the environmental, social and gender related impacts and risks of the proposed interventions and develop corresponding risk mitigation measures. Environmental and social assessment would have to include the preparation of Environmental Social Impact Assessment (ESIA) Report and Environmental & Social Management Plan (ESMP) Report while gender assessment would include Gender Assessment Report (GAR) and Gender Action Plan (GAP).
Risk assessments: Provide a detail risk assessment of the proposed program by analysing and identifying any substantial technical, operational, financial, social, environmental and other risks that the program may face as well as propose respective risk mitigation measures with consultation from sectorial experts and relevant stakeholders.
Identification of programme-level indicators: Identify the key performance indicator for the program to ensure all problems are identified and alternative solutions are appraised which help in project designing and further development.
The project will culminate in the development of financing proposal which will be submitted to GCF Secretariat in order to finance the program.
