Climate Finance Transparency Mechanism
The project has been initiated in January 2017 and is being implemented by Centre for Climate Change and Environmental Research (C3ER), BRAC University, International Centre for Climate Change and Development (ICCCAD), Bangladesh Centre for Advanced Studies (BCAS), Campaign for Sustainable Rural Livelihoods (CSRL) and Coastal Association for Social Transformation Trust (COAST Trust). The CFTM is an innovative project that would enable the funding for climate change in Bangladesh to be more effective in helping the most vulnerable communities to become better adapted to climate change impacts and improve the overall levels of transparency in governance in general in Bangladesh. The goal of this project is to increase the efficacy of climate change funds both from the government and from the donors in tackling the impacts of climate change in Bangladesh. Promoting Knowledge for Accountable Systems (PROKAS) Program of British Council, funded by UKAID is now supporting the project financially.
The objectives of the project are to:
- Increase the efficacy of climate change funds both from government and donors in tackling the impacts of climate change in Bangladesh.
- Build inclusive networks in climate vulnerable areas to ensure that information meets different actors’ needs and test the system in a local setting.
- Strengthen the capacity of different stakeholders both government and non-government actors in accessing & utilization of funds, as well as, develop tools for improved monitoring and evaluation to ensure transparency and accountability.
- Support Government, private sector to improve governance in tackling the impact of climate change through policy practice and reform.
Phase 1
January 2017 - April 2018
Activities Performed under the Project:
- Identification of public, private, academia and civil society institutions at the national level who utilize internal and external finance for adaptation and mitigation
- Co-learning and Experience Sharing Workshop with the Media to identify the role of Media in ensuring transparency in national climate finance
- More than 150 government officials is sensitized on the issue of Climate governance and transparency to enhance their readiness to access climate funds and sharing the knowledge on how to accessing Global Climate Finance as well as the opportunity and way Forward for Bangladesh
- Five knowledge sharing workshops with Youths from CC vulnerable areas (Patuakhali, Barguna, Bhola, Barisal) with YouthNet and UNICEF
- Capacity Development training for the NGO’s, CBO’s and Government Officials on “How to develop a proposal on climate change (Adaptation and Mitigation)” (in partnership with BCAS & ICCCAD).
Phase 2
March 2018 - December 2019
Activities Performed under the Project:
- Need Assessment for strengthening the existing MRV mechanism of IMED
- Local Level Climate Change Project Observation with High-Level Government Officials
- Developed a Road Map of Climate Change Projects Monitoring and Evaluation with IMED
- Youth leadership Program
- Social Awareness Program
- Policy Dialogue
- Training workshops on development of life skills of autistic and disabled students
- Organized 2 CGF proposal write-shops for representatives from the government; and NGOs, private sectors and financial institutions respectively.
- Training Workshop on Climate Change, Gender and Project Governance for officials of Department of Women Affairs (DWA) and Local Government Engineering Department (LGED) from Satkhira and Khulna.
Phase 3
December 2019 - Present
C3ER is currently on the third phase of this project and the phase will end on the October 2021 (projected). In this phase C3ER will be more focused on to develop the existing monitoring tools for IMED.
The objectives of this phase are:
- Strengthen the MRV mechanism of IMED and other oversight institutions.
- Development of Sector Wise Monitoring Tools for IMED.
- Stakeholder Engagement to Strengthen the MRV Process.
- Positive Engagement with NDA, NIEs and MIEs.
Therefore, C3ER has been primarily designed this phase with enormous activities to achieve the objectives. The activities are:
- 1 Need Assessment workshop/Scoping Workshop with IMED.
- 4 Cross Departmental Meetings with IMED
- 3 Experience Sharing and Learning workshop with IMED
- 1 Stakeholder Consultation Workshop
- 2 Local level Stakeholder Consultation
- 2 consultation workshops for assessing the opportunity and challenge of Social
- Inclusion (Women & Minority group)
- 2 Proposal Write-shop for assessing international fund (Govt, NGO, Private Sector)
