In order to develop a baseline for the climate finance flow through ERD, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) engaged Bangladesh Centre for Advance Studies (BCAS) and Centre for Climate Change and Environment Research (C3ER) to conduct a background study of the climate finance flow through ERD from 2014 to 2019.

In order to develop a baseline for the climate finance flow through ERD, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) engaged Bangladesh Centre for Advance Studies (BCAS) and Centre for Climate Change and Environment Research (C3ER) to conduct a background study of the climate finance flow through ERD from 2014 to 2019.

Secondary research was done to identify the major funding sources in climate finance arena in Bangladesh. BCAS and C3ER did a trend analysis of fund flow from different area of interest of different climate fund, which could clearly state the amount of fund entered, used for adaptation/mitigation projects, and number of projects funded, however the main focus of the study was towards the climate finance mobilized through ERD. Trend analysis considered eight funding sectors prevalent in climate finance arena in Bangladesh, viz Aid Information Management System (AIMS), NGO Affairs and Bureau (NGOB), Bangladesh Climate Change Trust Fund (BCCTF), Bangladesh Climate Change Resilient Fund (BCCRF), Global Environment Facility (GEF), Pilot Program for Climate Resilient (PPCR), Green Climate Fund (GCF), and Least Developed Countries Fund (LDCF).

Project Objectives:

  • Analysis of climate finance flow through ERD
  • Develop and conduct a training on Climate finance instruments (with NDC and SDG linkage) to access different international climate funds
  • Prepare a publishable write-up and a presentation of the findings of the CF trend analysis

Activities Performed under the Project:

  • Review previous CF instruments module developed for NDA Secretariat, background documents of the instruments and areas of interest of different climate funds (PPCR, BCCTF, GEF, GCF, LDCF, AIMS, NGOAB, etc.) as well as role of CF for NDC and SDG implementation
  • Conduct bi-lateral meetings with all ERD wings to accumulate the data regarding climate finance and identify priority areas of the DP for mobilized CF
  • Conduct bi-lateral meetings with climate fund providing DPs in Bangladesh (World Bank, JICA, ADB, etc.)
  • Developed reports and presentation for ERD to present at CoP 25.
