A Study to Develop Potential Policy Linkages and Policy Architecture for Climate Change Adaptation and Related Policies in Bangladesh
The study was conducted by Centre for Climate Change and Environmental Research (C3ER), BRAC University to support Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Acclimatise Group Ltd. to develop a comprehensive understanding of the policy interventions related to climate change adaptation in Bangladesh with the aim to propose potential policy architecture and establish mutual linkages between all these plans, policies, and strategies with a view to achieve more coherent, efficient, and advanced implementation of adaptation actions.
The purpose of this study was to review the various sectoral policies, strategies, plans and laws (acts). The objective of the exercise was to assess how far concerns related to climate change adaptation have been incorporated in those documents. This study was carried out under technical guidance of Acclimatise, who developed the methodology to be followed. In the process, 31 sectoral policies, strategies, plans and acts were reviewed.
The review shows that most of them considered climate change as a strategic element in formulation process, but only a few referred to the Bangladesh Climate Change Strategy and Action Plan (BCCSAP) directly. However, the elements of their strategy or their policy did not address climate change directly. It was revealed that the policies and other documents which were formulated after 2009, the launching year of BCCSAP had considered climate change concerns.
Therefore, it is recommended that all the policies must be revisited to internalize climate change by incorporating appropriate parameters and develop the sectoral strategy effectively.
